Preheat the oven to 350 degrees F.
In a medium bowl, mix together the flour, salt, and baking soda.
In a large bowl, cream together the margarine, brown sugar, sugar, vanilla, and corn starch and water mixture.
Add the dry ingredients to the wet and mix together until thoroughly combined. Stir in chocolate chips.
Drop the dough by spoonfuls (or roll into balls) onto a lightly oiled cookie sheet, flatten slightly, and bake for 8 to 10 minutes. Do not overbake! Cool on a wire rack.
